Probably this would interest you:
3. Extra requirements for B- and C- class cars
In case these requrements are at variance with the general rules the extra requirements are ultimate.
3.1 Slick tires or DOT- marked streetslicks (MT ET Street) contact surface can not be wider than 10.5" .
3.2 Original rear suspension replacement with 4- link or ladder bar type of suspension is restricted.
C- class is for street cars basically.

Nikke, I can answer Your question.
In PS You can use any engine and transmission, any size of tyres, backhalf/4-link suspension allowded. Yes there is an index - Your chassis safety index. Fastest You can go in PS is 7.5sek if chassis built to SFI25.5 specs. Biggest difference between PS and OL is unybody vs tubeframe. Actually You can do 3/4 chassis without cutting off original firewall and front section (You can modify both though, but not making an lightweight wall and tubeframe front). Also You are not allowded to use full composite material body. Minimum weight of the car goes accordingly to the engine to make cars even.
According to rules Krum BMW is pure PS car and cant go faster then 8.5 at the moment. Officials can put PS and OL drivers together this season as there are almost no competitors for those classes this year.
I think everybody would be glad to see You driving here, so dont hesitate
